If you are planning to write the Civil Services, in that case you should look forward to complete your schooling followed by your graduation and only after that you will be eligible to write Civil Services.
I would suggest you not to discontinue your education and instead study ahead and based on the eligibility you may then apply for the ICS exams.

The course timings are 2 hrs daily classes for five-days-a-week. The duration/Fee depends upon the course content. Although, you can do two degrees together through Distance mode but you need to keep all the pros and cons in mind like there can be a situation that your papers clash, when you apply for jobs the companies may or may not accept both the degrees, the Institute from where you plan to do both the degrees may or may not allow you to do both, so, before you step in for any such programme, clarify all the points with the University from where you plan to do these degrees, this will help you in taking a right decision. The 'B' level course of DOEACC has been recognized by Ministry of Human Resource Development, as professionally equivalent to MCA Degree course. Hence, the eligibility to pursue the same is either to be A-Level holder or to be a PGD course from a recognized university. With a Bachelors, you are not eligible to pursue a B-Level.

In most of the good Engineering Institutes you have to appear for GATE Entrance Exam to get admission in M-Tech programme. Although there is no set eligibility aggregate marks which you need to have in graduation but most of the good Institutes would require you to have 60% and above in B. Tech. so you definitely have a fair chance provided you perform well on entrance.
