Hi,
With 15 (10+2+3) years of education UK would be the best study destination for you as in order to pursue masters degree from universities in US you need to have 16 (10+2+4) years of education.
Please note that universities in UK do not require GRE scores in order to pursue masters degree from universities in UK, you need to have relevant undergraduate degree from recognized university, with good academic record, preferably 60%-70% plus in graduation, plus you need to take IELTS test to prove your english language proficiency.
