As per the official website, the following educational criteria is required for the Engineering Assistant and Technician post :

Engineering Assistant :
(A)
(i) (a) Three years Diploma in Radio / Telecommunication / Electrical /Electronics/ Information Technology / Electronics and Communication Engineering from a recognized University/Institute.
(b) One year experience in the related field
OR
(ii) (a) Degree with Physics as one of the subjects from a recognized University/ Institute.
(b) One year experience in the related field.
OR
(iii) Degree in Telecommunication/ Electronics/ Electrical/ Information Technology/ Electronics and Communication Engineering from a recognized University/Institute.
(B) Desirable : Knowledge of Wireless Radio Engineering.

Technician :
(i) 10+2 pass from a recognized Board.
(ii) Diploma of at least 2 years duration in Electronics/ Telecommunication Engineering from a recognized University/Institute.

Well, after diploma in computer science engineering, you may join lateral B.Tech course in which you can directly enter into the second year. Degree course will open more opportunities for you.
Procedure :
To take admission, there is Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests. You may directly contact the university officials as lateral entry criteria and admission procedure differs from one college to another.
