I am a student of Rajpura campus, but I had a visit to Baddi campus so I personally felt that Rajpura campus is kind of better than Baddi. Following are the points that make a difference:
1) Workshops of Baddi students are held in our campus so it shows that we have more facilities in Rajpura campus.
2) We have more options when we feel like skipping "Mess ka khana"
3) Hostels in our campus are far better than Baddi, but yes, Baddi campus provide you AC rooms, no AC facilities are here in Rajpura.
4) Baddi campus is built on a small area as compared to Rajpura.

First, I just want to be grateful to your father as he was a freedom fighter!
You are really benefited as your father is a freedom fighter. like you said that you have 10% reservation, there is also another benefit.
In government colleges, you will get some fee concession also. You can specify that while filling in the application form. I'm not aware of the exact scholarship, but surely there is a scholarship.

To appear in automobile engineering course, there are many of the entrance examination of undergraduate engineering courses. It becomes compulsory that the student must have passed the higher secondary school certificate examinations with the subjects specialised in Physics, Chemistry & Maths. So, if you are an arts student, you can't pursue it.
