In general, admission is done through the official counselling, but in the management quota, it is up to you only in which college you want to take admission, and in which branch in this quota. They didn't see your score. They offer you a seat you want, and for that they charge extra money from you.

As of now, there is no information regarding B.Sc in Nautical Science. Keep visiting the official website for the latest updates. However, at the undergraduate level, YCMOU offers a three-year B.Sc. IIIT's are these days most sought after since software is considered as a sure bet for good placement. But as the number of seats is limited one need to have percentile above 80 to have some chance.

With a rank of around 3 Lacs, I am afraid you are not going to get admission in any of the NIT's, IIT's or CFI's. I would suggest you to take a break of one year, study well & appear for JEE Mains again.
