It is mandatory to appear for the CCB counselling for admission under Scholarship Scheme in CCB participating colleges/institutes. Here is the procedure for admission under combined counselling board:

Yes, you are eligible for TNEA. There is a separate admission process for other state students through which you can apply. There is no entrance exam and so you can get admission with your board exam marks.
