In order to pursue Phd, from universities abroad, you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
It may take three to six years to complete your PHD, depending on the field you select and your mentor.
The general eligibility criteria for PHD students are as follows:
In majority of the institutes, Master's Degree is an essential pre-requisite for a Ph.D.
It is important that you have good scores in common entrance tests such as GRE and English Language examinations like TOEFL or IELTS.
Internships or other work experience will add to your qualifications.
However, you may consider US, Germany or UK to pursue Phd.
Ph.D. course work essentially includes research and documentation work. This requires large amounts of money. In addition to this, you have to consider living expenses for the entire duration of the course. The annual expenses of most Ph.D. students are about $28,000-$40,000 per year.

While selecting an institute please keep in mind to check the recognition, success rate, how old the institute is, course details, faculty, alumni feedback, etc as merely getting a degree is not enough for this competitive world.

you want to be a DBA? Today that means knowing how to program SQL, at a minimum, design database structures, understand how recognize how data should fit into a database, etc. as well as how to administer a database server.
If you move into the open source world knowing Perl, C, etc. will come in handy as Postgres uses those languages for stored procedures.
I would say your best chance is to intern somewhere that will train you from the ground up if you don't have the educational background in math and computer science that most places look for. Certifications without experience in this area are a waste of time and money as no one is going to hire you as a DBA with no experience. This area is just too complex, too critical to a business' survival, for any business to trust a newbie at the controls of their database.
