The best time to start preparing is during the second year of your graduation (third year for engineering students)
You can take CAT even after 12th grade but there is no point of doing so because the score of CAT is valid for just one year (unlike GMAT/GRE).
Since you can't do Post graduation (MBA) before completing Undergraduate studies, there is no point in taking CAT after 12th. But I agree that after 12th you will be my better at Math/Quantitative aptitude and better equipped to handle quant section in CAT.

I would suggest IMS. Here are my reasons to prefer IMS over TIME.
Faculty and Study Material:
IMS has best in class material exhaustively covering all topics. All faculty members are very supportive and experts in their respective areas. This will help in building strong fundamentals.
SIMCAT:
Now, this is something that puts IMS ahead of all. SIMCATs are meticulously designed by experts and toppers. So, they tend to be the closest to actual CAT. TIME's AIMCATs are not recommended as far as closeness to CAT is concerned.

You can pursue MBA on part time basis or vide the correspondence route. You just need to have 3 + years of work experience & your score should be more than 50% as the graduation level.The fee structure would depend a lot on the kind of course you choose & the university/institute that you pick.
