1) Yes, you can restart your studies, gaps are obvious, life can have other priorities too.
2) You may need to take readmission, re-register and fulfill the criteria set by your college
3) Yes , graduation is necessary for C.S.
4) It's better to reappear 4th year exam, in next closest semester and clear up credits.
5) Some where try to scrap time to manage to prepare yourself for exam. smartly and strategically. Little planning, passion and will take save your time and effort.
