Yes you can migrate to another college but of the same university. Migration is possible between the colleges of the same university.
Though it is quite difficult to migrate to some different university. However, it is advisable to contact the institutes official to get the exact detail.

First decide on the country and then university. The choice at every level will also depend on the scholarships that you can get. It is not advisable to go for study abroad with bank loan or own money.
