Hi, NEET 2018 eligibility requirements:
Aspirants must have completed 17 years of age at the time of admission or will complete the required age on or before Dec 31 of the year of his/her admission to the 1st year MBBS/BDS Course. The upper age limit for the exam is 25 years on the exam date. According to eligibility criteria, one must have done 10th with minimum of 50 % - 55% from a recognized board. Admissions are still open luckily but seats are going to fill soon. So , if you are seeking this college for same than hurry up and grab your seat.
You first have to make a registration of 1000 Rs than you can submit the required amount of fees.

It is possible but a very complicated possibility. You have to meet admission requirements and satisfy credit point norms for the year you want the transfer. Financial aid is less possible. You should start enquiring with universities directly and check the norms. You should bear in mind that these processes may take time and may eventually lead to year loss. So check the requirements, pros and cons and decide.
