For any undergraduate course in India, it is semester pattern. It might be 3 year or 4 year programme. 4 year programme for honors or engineering have 8 semester and 3-year programme are of 6 semesters.

As of now, this option is not available but some private colleges are giving 5 his option provided some terms and conditions
But I will prefer you to go with regular studies as engineering is considered as one of the most difficult course and you can learn many things in your regular studies as there are workshops also included which include welding, carpentry, etc.

College change or university change after first year is completely dependent on college and university norms, some university allow it and some won't, plus you need to have good scores in first year to apply for the same. Eligibility criteria to appear in NEET is that candidate must have passed 10+2 from a recognised board in the subjects of Physics, Chemistry, Biology/Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/Bio-technology at the qualifying examination. You are eligible to appear for NEET subject to meeting other criteria.
