Sorry to say, but Utkal University does not offer BCA. It offers only MCA. So, you can try for other colleges also. Good luck.

Yes, there is no compulsion to take any subjects if you want to pursue interior designing programme. You can enter into this field with any of the stream like arts, commerce or science.
That's a creative field and for the further growth person should have creative skills and interest in decoration.
