If you are unable to crack JEE and do not get selected for IITs or NITs, it is not the end of your engineering career dream. Both Nationality and domicile certificates are different and used for different purposes. Nationality certificates are required by foreign students seeking admission in Indian Engineering colleges. Indian students do not require nationality certificate for admission. Some engineering colleges may ask you to submit Aadhar card as prove of your identity.
A Domicile Certificate is required to prove that you are a resident of a state or union territory. The Domicile/Resident Certificate is usually required as a proof of residence to avail Domicile quotas in educational as well as professional institutions and also in the Government jobs.

I would rather suggest you to either do MBA with Banking as your specialization subject or else get into a job in Banks (as Probationary Officer) or in a fiance company to gain valuable work experience. Doing PhD or LLB might not be much beneficial to you if you need to make a career in the filed of fiance or Banking.
