Hello Abhishek,
Yes, you are on dot. General category students are required to score 45% marks while reserved category students are required to score 40% marks in their 12th exam. There are other requirements too that a candidate needs to fulfil. But I would advise you to wait few months so that exam conducting authority publishes the requirements officially. It's very nice to know your desire of doing electrical engineering by opting for part time education. However this information is unfortunately not readily available and hence I cannot supply to you. You'll have to approach individual college for this information and then based on your information from this colleges you can decide to seek admission in any one of these colleges. However you can opt for another method that is doing engineering by distance education by this sitting at home you can study when the time is available and complete your engineering graduation. While, in order to get admitted in foreign universities especially UK, you need to give exams of IELTS or GRE or TOEFL and after that you can take an admission in the UK as per your interest. In UK you won't have a problem with NIOS board to get admission. Many of the Foreign Universities do consider the NIOS board studies. While you can also write to the admission department with regards to this and can get it confirmed with them. So, you can also give a thought for further studies in other countries too.

No maths is not necessary, as admission is based on SET, PFB the details:
Eligibility Criteria for SET 2019:
The aspirant must have cleared class 12th or equivalent examinations in relevant stream from a recognized board or university with minimum 50% marks ( 45% for SC/ST category students)
