There is no such barrier of Minimum qualification in pursuing Graphic Design as a Skill development program. If you wish to puruse it as a UG/PG program then 10+2/ Graudation will be required. You must ensure to possess creative abilities & passion for the medium. Learning Software alone won't help you. First acquire artistic skills on paper, then learn application software's for expressing skills in the Digital Medium.
Graphic Design and Visual Communication related programs are offered by lot of Government Colleges and Autonomous Institutes & Universities in India as well. Few top notch institutes in the field are NID &

You cannot transfer from one university to another university. The reason is that the syllabus varies from one university to another university. If you want to change then you must start from fresh again all the formalities whereby you loose one year again.
