Hi,
You can either apply for Aeronautical or Computer Science. Requirements are more or less same for both the degrees. You are required to have PCM in class 12th and are required to take the SAT to be eligible for admission in any university in US. In addition, you would also be required to take the TOEFL. To get admission in a good university, target a score above 2000 in SAT and above 100 in the TOEFL.

Generally, for those govt. recruitment where they specify that they require a diploma holder they would not ask for a 12th class certification, but yes, if in some govt recruitment they specify 12th as an eligibility requirement they may not accept a student who has not completed twelfth. It is very subjective to the situation.
