Both IAS & IPS are appointed through the Civil Services Examination conducted bu UPSC in two stages, first CSAT in May/June and then the Main Exam in Nov/Dec. every year. Those who qualify have to appear in Personality Test in March next year and the final results are announced by May. This exam. is also a combined examination for other Central Class - I services and all India Services, like IFS, Indian Railway Service, Indian Revenue Service etc.It is one of the most scientific and the most elaborate recruitment process in the world and calls for a very balanced approach, patience and in depth knowledge of the subjects chosen for exam. If you happen to be an intelligent guy, its an added advantage. First, you obtain a first hand information from the website of UPSC and know the entire process. Sajith,have you completed your under graduation already? If you are looking at colleges for MTech abroad, maybe you can consider education in the UK at Newcastle University. They have a 4 year - Mechanical Design and Manufacturing Engineering MEng Honours course which is a combination of Undergraduate + Postgraduate degree course.
They offer this course with ECube Global College in India. Newcastle University is one of the top 20 in the UK and is a member of the research based Russell Group. Its Mechanical is rated 8th best and Electronic is rated 7th best.
Based on a twining programme of 1 year of study in India and two years in the UK, it is less stringent in terms of entry requirements and is also less expensive than most foreign engineering programmes.
