For doing Masters or MS abroad, one needs to have done graduation in similar branch so that basic understanding is available in the student. However, I would advise you to approach an agency that is dealing with sending students abroad for MS to know different nuances.

Admissions in UIET for B.E. courses will be made on the basis of JEE (Main) All India Rank (AIR). There will be three rounds of online counselling followed by one last SPOT round of online counselling. Only the registered candidates will be able to participate in these rounds of counselling.
So only 12th marks are not enough for admission in BE courses.

You will get CSE/IT branch in category 6th and civil branch in category 1 in Vellore. Let me explain you the admission system here. Rank in VIT to get admission should be 90,000, so you can get admission in VIT from the 6th category as well. There are various categories as well. With each category admission, fees go high.
