Every Diploma course is nearby of the duration of 3 years, and yes you can apply for it just after class 12th. Hence, you will not be getting degree related to doctor, but you will be getting admission in terms of management of hospitals

Fees of IIM are vary college by College.
IIM Ahmedabad, Bangalore & Calcutta is above 20 lacs for 2 year program & in the 2nd gen IIMs like IIM Rnachi, Udaipur, Rohtak, Trichy and other is in between 12-15 lacs and 3rd Gen IIMs fees is around 10 lacs.

To get admission in this college, you'd need to appear in various Entrance Examinations conducted at State, National and Institutional level each year. The details of the eligibility, reservation, medical requirements, procedure for admission etc. are given in the information brochure for OJEE.

Dear Ananya,
Yes, you can get admission in M.Com at Dibrugarh University.
There are 2 M.Com courses i.e. M.Com in Finance and M.com in Marketing.
The eligibility is that you should be B.Com with at least 45% marks in Major or at least 45% marks in aggregate in case of General Course and On the basis of merit or entrance test conducted by the University.
