Bachelor's degree won't make a difference. You have enough scope in India especially in mechanical engineering.

Hi Sonu,
It will be extremely tough in Canada as they require very high grades. SPP colleges require atleast 55%. even securing a visa seems tough with the academic track you have. You may look for options in Australia, New Zealand and a few non-conventional countries. Alternate option suitable for you is to enroll into a PG Diploma in India and maintain above 55% without backlogs and then apply to foreign universities.

CISCO does not specify any educational qualifications for appearing for CCNA. There are age criteria for appearing for CCNA. You can appear and get CCNA certification. Indian companies prefer network engineers with graduation degree in engineering or BCA/ MCA, etc. Therefore, I will advice you to gain at least graduation degree, beside CCNA for a good career.

MBA from UK and Canada has very less opportunities due to visa and work permit issues. Rather, you can do MBA in management from USA, which has lucrative opportunities.
