Firstly you have to satisfy minimum eligibility criteria that is 55%(45% for SC/ ST) in BSc(qualifying degree) and 50% marks in qualifying exam.
Then cutoff will depend on factors like number of candidates appeared in exam and difficulty level of exam.

The admission in colleges varies year to year based on the demand for the college each year. So if your college has demand and a cutoff this year which is around or higher than 51k rank then you can apply and get a seat. If it's not around or if it's lower then you can just add a option and if you are lucky you can get a seat in the college. Otherwise you have to opt for other good colleges. If you don't get good colleges for your rank it's better to skip a year and prepare for the next year and opt a good college.

Your active backlogs only affect the rejection in any college or universities. Only when you have an active back in any subject it affects you admission otherwise it does not affect unless the policies of the college are framed so. And with 65% you cannot apply to top business colleges as the minimum cutoff is only 75-80%. So if you are planning for top college then you have to pay a higher fees to get admission which is called management or payment seat. The payment seat fee varies upon the demand for the college every year. So it generally is 2or3times higher than the actual fees.
