You need to apply as per your cut off.
The qualifying marks for TS ICET is 25 for open category candidates of the marks which means candidates have to get 50 out of 200 marks in order to qualify in the test
The admission for all PG courses of Engineering Management Sciences and Arts is done based on merit. The candidates will be admitted to each programmes based on eligibility criteria. However, the admission will be confirmed to a candidate after receiving their original certificates as per the norms of the Institution

Yes it is true that you have to give entrance exam to get admission in post graduate courses in university of Delhi. The admission is taken through DUET exam held every year. The best colleges for PG in political Science are hindu college, St. Stephens College, hansraj College, kirori mal college, Deen Dayal Upadhyay college, Daulat Ram College and various others. You may also try to get admission into other universities such as jawahar lal nehru University. I hope it helps you.
