First of all no college in India provides CA. We can only have coaching from private centers.
CA has 3 stages:
1. FOUNDATION.
2. IPCC.
3. FINAL.
Register with Board of Studies (BoS) of ICAI. The first Foundation examination can be taken in November/May.
In case of IPCC, register with the BoS for the intermediate Course. Complete 8 months of study. Appear and pass in either or both groups of intermediate course. Complete 4 weeks integrated course on information technology and soft skills (ICITSS) before commencement of the practical training. Register for 3 years practical training on passing either or both the groups of intermediat

See also if possible write Karnataka CET exam and if you can get good rank and admitted into top colleges like RVCollege and few good ones in Bangalore with computer science background his/her life is also gonna be great .Bangalore being hub to IT companies many companies do visit for placements .This move would be one of the smartest moves provided unable to get into top colleges

Every college would like to admit top class students. However, with so much competition and institutional preferences, students have a lot of options at their disposal as a result not all seats of all colleges are fully occupied (case specific). Hence, provision like management quota have been introduced.
Therefore, it will be difficult to comment as to which college will accept a low CAT score.

Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges.
Most colleges have a provision for management quota. You need to contact the institute officials personally for specific admission details as it differs from one college to another.
