The management has no authority to admit Diploma students directly to the second year. The Diploma students are required to write the CET and take admission accordingly on the basis of merit. Normally, the seats in good colleges get filled and those colleges where seats remain vacant, try to fill the seats directly, as after the CET Counselling the unfilled seats are reverted to the management.

Exam is conducted twice a year and the eligibility criteria is:
+2 completed from any recognized board
Between the age limit of 16.5 to 19 years
You'll have to go through verbal as well as non-verbal intelligence tests besides GD and other outdoor group tasks. Knowledge about application procedure, fee details can be found on the official website of UPSC i.e http://www.upsc.gov.in
