It is really tough to directly comment on any institute best or not or answer which is the best institute in a city or country , especially for domains like web designing, animation and VFX or gaming etc. where many institutes offer many types of courses for different duration for the almost all the same pipeline .
We need to see the content of the course , duration, cost , infra, earlier students outputs and skill developed , in-time course completion record , certification process & delivery of certificate in time etc.

PGDM would be better as it is managed internally by college and the subjects are well updated as per the industry needs. but for MMS the subjects are fixed. PGDM is more hectic than MMS hence you learn more. Placements are equal for both though. In PGDM you go for an international industry visit. this year we went to Germany and Switzerland. Next year it is probably Spain. So, Good Luck and see you around in the campus!

You need to think first what you wish to do ahead if you wish to do job then usual mba like hr operations finance marketing is okay
you can choose in 2 year(after 6 months in few cases) the specialisation by that time yo would know what to take
if you want to do business then mba in general management or business design is good
full time mba is suggested however if you wish to do job side by side then executive mba or part time mba would be good
Dont do correspondance mba its useless

Language can be learnt anytime as per your need. No one taught you hindi either. So start learning English and you will fulfill your dream. You may start taking mock tests like CAT, MAT etc to practice the kind of questions asked. Take coaching for it and go with full preparation.

Both fields have equal job opportunities. But, Petroleum industry witness lots of up's and down's in a year. You can't predict the exact nature of petroleum field. I would say Marine engineering has an upper hand both in terms of salary as well as job opportunities availability.
