Admission in BBA degree in the majority of universities is based on the entrance examination. If you score very high in BBA entrance examinations and do exceptionally well in Personal Interview round you can get admission in BBA in spite of lower marks in 12th board.

You have almost nil chances in govt colleges. Your only chance is to get admission via management quota of private engineering colleges. Else, you can take break and appear next year.

MIT scholarships are based on financial background. How much fee you have to pay, it is too early to answer this question. It will depend how much scholarship you will get, if any, and how much will be the tuition fee during the time you apply. It is best if you communicate with them. Please read more here:
