I am sorry to say but you are not eligible to take admission in NIT through MHT-CET score.
Admissions in NITs are done only on the basis of JEE Mains paper 1.

You have to communicate with your current college and the college you want to transfer to. You must meet the admission requirements of the college you want to transfer to. Ask them to facilitate the process, there is nothing any third party can do here.

Check their last year merit list, if your score is at least 10-20 marks above the last years' cut-off (just in case the merit increases in your favored branch), you are likely to get into Manipal University.

According to your JEE Main rank there is some chances that you can get a lower branch in IIIT or NIT. If you are okay for studying that branch subject and have interest in them then go for it. From whichever state you are keep that state government college in your top priority as you have more chances in those colleges. Also you can drop a year also and focus on JEE Main and JEE advance only. While doing your 12 th class it's difficult to manage JEE and boards exam preparation, your time and focus gets divided so it's advisable to drop a year and focus only on JEE Main and JEE advance.
