No, it is not compulsory for students to appear for all three parts. The three parts of the CSIR NET exam are Part A:General Aptitude, Part B: Subject-specific paper and Part C: Subject-specific paper. If a candidate is only interested in Lectureship (and not JRF) in this case candidates need not appear for Part C of the exam. For all students aiming for JRF need to appear for all three parts. Part B and Part C are subject specific and students need to choose their respective subjects for the same.

The CSIR NET is conducted for various subjects namely Chemical Sciences (Chemical Sciences Group), Earth Sciences (Eearth, Atmospheric, Ocean and Planetary Sciences Group), Life Sciences (Life Sciences Group), Mathematical Sciences (Mathematical Sciences Group), Physical Sciences (Physical Sciences Group) and Engineering Sciences (Engineering Sciences Group). The syllabus is not the same for all papers. Each subject has its own distinctive syllabus. Each subject covers relevant topics withing that discipline.
