Karnataka State Open University offers B.tech in distance Education, you may think about it. The course is more useful for working class professionals, so if you are doing the job then only think about it otherwise join some regular B.tech/BE programme. Jaya, your PCM %age is quite low which can hinder your chances of pursuing B.Tech in good colleges. But a better answer can be given, if you can provide info about Engineering tests you hav appeared for , e.g: AIEEE, UPTU, other state level tests.
Also provide information about your current location, and your preferred college location , B.Tech stream/branch.
May be i can guide you well than.

The answer to this question is the same as the answer to the previous question. Do your research. Decide for yourself why a particular b-school is better than the rest. How does a b-school meet YOUR demands? How far will YOU be able to contribute to the b-school? The best way to gather the information you need is to go through a b-school's website first. Then talk to its admissions team, talk to its faculty, talk to its current students and alumni.
