Considering previous years cut off it seems quite difficult even if you have Delhi residential. IPU attracts a huge crowd and the closing rank for all branches in 2016 for Delhi students went upto 22251 and obviously lower for non resident of Delhi.

DU does not offers B.Tech, but one of its Department Cluster Innovation Centre offers B.Tech (Information Technology and Mathematical Innovations). You have to apply separately for the Entrance Exam for B.Tech. So fill that form, if you haven't already. They have 75% in 12th as eligibility criteria for the Entrance Exam but amid the Covid Pandemic, they might give some relaxation. Keep Updated on DU website for more information.

B.Sc (H) is doing a degree in a subject you are choosing. For eg, if you choose maths Honours, you are being specialised in maths, you have to take two subjects as minor and have to pass on those sub too.
In case B.Sc or B.Sc general there are three subjects which have to be read equivalently.no specificity.and pass them.
but if you have ambition of higher studies do honours.
