B.Sc in CS focuses mainly on the mathematical and theoretical foundations of the computing process and help students to become systems developers, but mathematics taught in B.Sc is not complex and students can easily understand it by attending classes and putting extra effort. I am sorry, but minimum cut-off for general category candidates or OBC candidate is 75%. Even if you belong to SC or ST Candidates, the minimum cut-off is 65%. You can apply for some private colleges, but if you only want pursue or IIT, I suggest you to go for a drop and give improvement exam of boards.

Yes, you are able to apply in competitive exams like UPSC. The only condition is, that you should fulfill all the criteria of exam. Only being pass is not the case, cutoff is little higher
