Congratulations on getting a good MAT score and i am sure that you will get a good business school. For deciding the best college you should always try to visit the college to see and rate the college on the following criterion.
1. The Brand name behind college.
2. The academicians and the faculty in general
3. The Placements in general

The scope of HR is only going to grow while as Indian economy grows there the industries grow and hence there would be a demand for the Hr professionals.All said and done you have to choose your college really well. These days Hr companies like Naukri.com, Watson Wyatt etc are really good.
For the placements, you should choose a college which has really good brand name as well as backing by good academicians to support the cause. for example I am a student of MBA finance at the Educomp MBA which runs JRE group of institution. Educomp which is the largest Educational company in India along with Raffes which is leading in singapore

As you know that Educomp is now a big Brand name and India's leading eductional company and For the JRE Group of institutions, it has a collaboration with Raffles singapore which is singapore's leading Educational company.
Educomp JRE has a director from the symbiosis group and otherwise also it has list of academicians who have been industry stalwarts like Mr harpreet who has been Ex HDFC and IIM-A and similarly Mr jayaraman who is Ex-CEO of vardhman and Ex-IIMA himself.
I am currently a student at the Educomp MBA who has secured summer placement with Nomura which is an international firm in investment banking.

The eligibilty criterion which I presume here you are asking for JRE PGDM Group of institutions is simple. Since its affilitted to AICTE, you are bound to atleast secure 50% graduation percentage along with a valid CAT/MAT/XAT score which is accepted.
Following which you would be asked to come for GD/PI and based on all the metrics like X,XII, graduation %, MAT score, Gd/PI score and extracurricualrs will the admission and scholarship be decided.

With the current CAT percentile, indeed you can apply for Educomp JRE group through CAT exam.
Since its affilitted to AICTE, you are bound to atleast secure 50% graduation percentage along with a valid CAT/MAT/XAT score which is accepted.

So even tjough you have a low CAT score, but if you have done well in other fields like debating, you stand a good chance of getting into the Educomp JRE Group.
