Being an E&TC Engineer u can choose network line as a good career option. CCNA is the starting step towards Networking line for more enhancement u must have to some more Certifications. R u confidant in any of the Server Side Operating System? for what purpose u would like to do CCNA? wanted to go in network line? is that so? wanted to get good job in higher end? am i right? if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA u will be having career in only Network line. Cos Knowing LAN then u know about WAN will give u more advantage. After CCNA u will be only a network person if u do RHCE then u can opt System Admin or Network Admin or Security Admin as well if u have Database knowledge then u can be DBA as well the combination of RHCE+CCNA+MCSE will be good cos CCNA is 80% theory and 20% practical and RHCE is 100% practical after completing RHCE u will feel a lot of confidence as well.
As Cyber Crime is going high Security Specialist is going to be future. For Securing Network u must have thorough knowledge of Network and for securing data u must have thorough knowledge of one Operating System for that U must choose the OS which is running in Industry like Linux, for that u can opt RHCE & RHCSS (Red Hat Certified Security Specialist) will give u ultimate mileage for ur career. As you are interested in pursuing your Masters from Germany. I would like to say that Germany is a very good option as Germany is one of the countries known for technological advancements, specially automobiles.

FH Aachen - University of Applied Sciences,
RWTH Aachen University, Esslingen University of Applied Sciences,
University of Applied Sciences Osnabruck. etc.
For more information on German universities, I would suggest you to get in touch with DAAD. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
For admission you might have to give GRE and IELTS / TOEFL.
Also I would suggest you if possible go for a German language course. It may not be mandatory for you to learn the language for the course but will help you to find a part time job. A student in Germany can work 90 full days or 180 half days.
