Why do you want to opt for Diploma course if you have already completed your 12th? Diploma is more useful for a person who has completed 10th. I would recommend you to join a degree course in civil engineering instead of Diploma for better future prospects.

Go for software development and learn to hack on weekend.
Take your time to master the art of programming first. Learn about web architecture, databases, HTTP headers and then cybersecurity (in particular web security will make more sense.
You can't be a great hacker without having a strong programming background. Learn few programming languages (PHP, RoR, Python) then start with cyber security.

You can choose any of them, because both are extremely good departments.
Choosing biology can make you a doctor, researcher etc.
Choosing Computer science can land you working in Major companies.
If you can study a lot and mug up everything go for biology.
If you can continue coding or debugging for hours or want to develop app, software or have serious interest in computer science, then only option it.
