It is compulsory to pass in 50 percent paper ( 5 out 10) for getting promoted to 2nd year. In other words in 2 semesters combined ( each semester consists of 5 papers) clearing 5 papers will sufficient. Which menas effectively you can miss an entire semester and you could still be promoted to 2nd year. ( Although my advice would be not to be so adventurous)
Like wise for promotion to 3rd year Clearing 15 papers out of 20 is compulsory. And in final year it is advisable to clear all the papers ( 10 papers) in one go otherwise most probably you'll have to wait for long to appear for supplementary which might cost you an entire year. Note

As low your rank would be there are chances of getting a good college and yes you can get admission with this rank at ipu. You can get admissions till 40 thousand rank but a rank between 1-5k is preferred best.

Yes, IPU selects the student to 40 thousand ranks, But it fits them to give preference to the top 500 as the best, and eventually here's the luck that works for you and you can get admission.
