Only criteria to get admission in Kalyani Government Engineering College is to get a rank below 4000 in WBJEE and keep an average of 60% in class 12th.
Again, if you have done 5 years Diploma and then want to join this course, you can do so through JELET rankings.

MCA will enhance your technical skills only and will be helpful in research field if you show interest and then you will be competent. MBA IT can be a good option for you and hence you are from IT field your Technical Knowledge will be unskilled with managerial knowledge and then you have great opportunities for climbing up the ladders early. It completely depends on your liking hence choose your career based on your Cope and Interest level.

Germany is the mecca for mechanical engineering, which is the best or better will eventually depend on your career plans. In which you want to work and what your interests are, figure it out. Automotive engineering, automobiles, robotics, etc., are some of the best fields to opt for in Germany. There are no Diplomas there though, you must look for Master's degree only.
