Deemed University is a status granted to high performing institutes and departments of various universities by the Ministry of Human Resource Development on the advice of UGC. The private Universities are established with state governments approvals.
The main difference between a private and a deemed university is that, a deemed university is more free and flexible as compared to the Private Universities in their syllabus, course content etc. Dome Deemed and private Universities may have similar facilities and faculty. You must compare Universities based on ranking not on whether they are private or deemed.

In my view, B.Com and than MBA in Finance is good option. In B.Com you will already gain the basic knowledge of Finance like basics of accounting/costing/taxation. MBA also covers the same thing in business perspective. You will have numerous number of opportunities after MBA, whereas MCA will be more of technical field.

There arr minor variations in syllabus of B.Tech CSE in different universities. Please find syllabus of GGSIPU for B.Tech CSE: http://ipu.ac.in/syllabus/affiliated/sybtechcse.htm. You may study syllabus to have an idea on subjects thought during B.Tech CSE.
