A PGDM program is generally referred to as an MBA. Only centre/state recognized universities can offer a masters degree and therefore most MBA institutes give a Post-Graduate Diploma in Management. All IIMs and most known colleges in India provide a PGDM whereas FMS and JBIMS provide a masters degree in business administration.
Theoretically you can study simultaneously for a masters degree and a diploma program.
