Yes, you can do BE or B.Tech in Electronics Engineering after completing Diploma in Electrical Engineering via lateral entry. You will get admission directly in the second year of Engineering. You can appear for LEET Entrance Examination for the same.

To join ISRO you need to be Graduate engineer/Degree engineer.
