Yes in order to get admission in PGDM program you need to take various management entrance tests like:
- CAT.
- MAT.
- XAT.
- CMAT.
- SNAP.
- ATMA.
Please note that without taking management entrance test it would not be possible for you to get admission in this program.
The final selection in full time MBA or PGDM program is made on the basis of:
1. Education background of the students. i.e. 50% marks in graduation.
2. Score in various management entrance tests like CAT, MAT, XAT, etc
3. Performance in group discussions and personal interview.
4. Work experience if any.
5. Other activities like participating in various event like debates, quiz

No you will not be eligible to pursue Phd after completing PGDM, please note that the eligibility criteria for Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two research publications for the Ph.D programs. Some also require work experience of a couple of years.
So as per your query I would suggest you to:
1. Shortlist the universities where you wish to apply.
2. Once shortlisted you may then contact the admission department of these
