Diploma Class 10th pass from a recognised board with minimum 40% marks.
Bachelors Degree: Class 10+2 examination with at least 50% marks.
Post-graduation degree: Bachelors degree from a recognised university with at least 45% marks.
Graduate & PG programs may also require you to appear in entrance exams such as NCHMCT, AIMA UGAT, E-CHAT etc.

It is late for Canada 2017 intake. The application rounds are now closed. The process starts a year ahead. You will find options in UK as most of the universities offer rolling admissions. Check this list for university options. You have not mentioned your education details so you can check the requirements yourself and match them:

I understand and appreciate your interest in pursuing Computer Science Engineering. To be able to pursue engineering, you need to have Physics, Chemistry and Mathematics in your 12th standard examination and you need to score a minimum of 50 percent throughout, as well as 50 percent in Physics, Chemistry and Mathematics to be eligible for engineering in most colleges (IITs demand 75 percent while other government colleges including NITs demand 60 percent). If you satisfy these eligibility criteria, you can opt for Computer Science Engineering.
