Yes, most top universities do offer scholarships to undergraduate students. However, the competition is very tight for the same and you require excellent academic credentials. You would required atleast 85% and above in class 12th in physics, chemistry and maths, followed by an excellent SAT score. I would advise you to target above 2200+ if you want to secure a scholarship. Rest depends on how well you frame your application.
