Once you are admitted, the Admissions Department or International Student Office of the particular university in US will send you a "pre-departure orientation" packet which contains accommodation information. Student accommodation includes off-campus housing, on -campus student housing, student apartments or student houses etc. You may contact the International Student Office of a few universities you want to apply to before applying (recommended) and be informed beforehand. The best way to predict a college through JEE Mains score is using shiksha college predictor. After that, just go for the counselling of that college. You may also choose a private college like BITS-Pilani, SRM, VIT, SKIT-Jaipur, Galgotias, Sharda, LPU and NIRMA.

If you mean software learning, yes you can do it as computer programming can be done by anyone. it might not be possible for you to take a degree like bca without maths but languages like C++,JAVA, Python etc can be learnt.
For hardware too, you may be allowed to take diplomas.
