No, you cant directly pursue a 3-year LL.B. Course after 12th arts. In India, you can pursue a 3-year LL.B. Course only after completing a Bachelor degree in any discipline. However, there are a few universities that offer a 5-year integrated LL.B. Course after 12th standard. Once you are admitted, the Admissions Department or International Student Office of the particular university in US will send you a "pre-departure orientation" packet which contains accommodation information. Student accommodation includes off-campus housing, on -campus student housing, student apartments or student houses etc. You may contact the International Student Office of a few universities you want to apply to before applying (recommended) and be informed beforehand. If you mean software learning, yes you can do it as computer programming can be done by anyone. it might not be possible for you to take a degree like bca without maths but languages like C++,JAVA, Python etc can be learnt.
For hardware too, you may be allowed to take diplomas.

Its a good thought that you have decided to pursue your Master's abroad. You have lot of things to concentrate on apart from GRE and TOEFL.
