Yes, you can apply for TNEA 2017 through the other state quota.
The official website for the single window counselling at Anna University is www.annauniv.edu. The applications are opened. The last date for filling the form is May 31 and for submission is June 3rd.
Your marks determine your admissions and those in other state quota will be probably called only after those who apply from Tamil Nadu.
So you need to score really more. I think you have medium chances only.
