Certainly it is possible to do B.Tech after doing Diploma in Computer Science Technology from JIS School of Polytechnic or any other institute. Most universities, mainly those associated with JIS Group, award lateral entry admission and diploma holders enroll directly into the third semester of a B.Tech program.

They are eligible for the B.Tech Lateral Entry.
Diploma Qualification:

Minimum 3 years' Diploma in Computer Science Technology or any related field from any recognized institution.
Minimum Marks:

Some institutions even require at least 50% – 60% aggregate marks in the particular diploma program they wish to pursue or take.

There are less chances for you to get ME in NIT KKR with this rank.
The cut-off generally goes around 17k-18k. So, I don't think you can get mechanical here, but you can try for other branches such as Civil, Electrical, PIE.
