You are eligible for M.Sc as you are well-equipped with a B.Tech. I would suggest you move with an M.Tech after your B.Tech as that will give you better career in a more stream-lined manner. You can check for the benefits of M.Tech as well as M.Sc. from the portals of some good university websites like Anna which has exam based on TANCET and offers good education.

If you wish to change your branch, then one and the only deciding factor is your first-year CGPA. It should probably be more than 8.5, and also depends on how many students have applied for the same, for complete procedure, you have to visit the student section and they will direct you in the best ways. Hi Yash, If we try to seek admission in LPU, where curriculum development and placements are the benchmarks for the other private universities. Then, I am sorry to break this out but without English you will be not eligible. Although, In LPU, there is a provision that, if the candidate has not studied English as a subject, the condition of English may be waived off provided the candidate in his qualifying exam has studied in English medium. You need to pass English from open school at least for being eligible. All the best.
