Complete your Masters in Russia and get an internationally recognized degree that is equal to a degree received in any European country (as per the laws of the Bologna Convention) and practice in India or whichever country in the world like thousands of Indian students are already doing.
Finish your entire course in a fraction of the amount you would have to pay elsewhere (universities being government universities and hence fees subsidized by the government)

You need to sit for Punjab CET Law which is an entrance examination conducted for admission to undergraduate courses in law in Guru Nanak Dev University, Amritsar; Punjab University, Chandigarh & Punjabi University, Patiala.

As per your query I would suggest you to first of all make a list of the universities that you aspire for, then contact the respective course department of these universities either through pone or email and ask them to provide you the eligibility criteria and selection procedure for PHD students.
Overall, the eligibility criteria for Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
