As you have completed your B.Tech with more than 60% marks, you can apply to the Universities there. Germany is the best destination for Engineering courses. To get the preference even after 13 backlogs, you need to have German language course from the Institute Authorized./Approved by the German Embassy in India.

Nagesh you can go for .Net / C# if you are good in programming. However, if that is not so, you can switch over to design - web design of even vfx/ animation since there is a huge requirement coming up in that domain. As various institutes conduct their own entrance examination and acting audition to see you skill, ability and your passion towards theater and acting.
Different institutes have their different fee structure and similarly the duration of course.
