Getting a free seat is almost a 'no'. You must be extraordinarily bright to get into a national university with no tuition fee. Unfortunately a score of 6.4 is very low. If you can manage to get a CGPA of at least 8 out of 10, chances of admissions would still be there in a few universities. But, tuition fee is anyways minimal in Germany.

Dear Ajit,
It is always good to move ahead by upgrading yourself on the career path that you are interested in, but as you have mentioned that you have 10 years of work experience in banking operations & Planning. I would highly recommend you to go for 2 years full-time MBA in banking and finance at Symbiosis College of Banking and Finance. The faculty members and placement facilities provided by them are very good. In case if you cannot pursue full-time MBA, then they also provide management development programs for the working professionals as well. Apart from IIMs to get admission into top 50 B Schools, one needs to have at least 90 percentile or above. Then only there are some chances of getting in these reputed institutes. IIMs are almost closed at 97 percentile and after other colleges go up to 90 percentile. It also depends on your graduation, 10th and 12th scores.
